Inter-Registrar Transfer Policy (IRTP)

IRTP-C
ICANN developed this policy to prevent domain name theft. Both the registrar (Greenmark IT GmbH), the registrant, and the reseller must comply with this updated policy.

IRTP-C Summary
If the registrant's details are changed in such a way that ownership is transferred to another person and/or organization, both the old and new domain name holders must first accept the changes.
However, both the old and new registrants can appoint a 'Designated Agent' to act on behalf of the registrant. This consent must be explicitly granted. The agent is authorized to approve a change in the registrant. After the change is completed, a notification is sent to both the old and the new registrants.

ICANN has published the official policy on its website:

Old Registrant
The current owner of a domain when a contact update, domain update, or transfer is initiated.

New Registrant
The new owner of a domain after the contact update, domain update, or transfer is completed.

Substantial Change in Registrant Details
Changes to the first and last name, organization, or email address of the registrant. Other details such as phone number, postal code, or country are NOT considered substantial changes.

Designated Agent
An entity/person who has received explicit permission from the old or new domain owner (registrant) to modify the contact information with the registrar on their behalf.

60-Day Lock, Opt-out
After a substantial change to the registration data, the domain affected by this change is subject to a 60-day transfer lock. During this period, the domain names cannot be transferred to another registrar.

Email Notification
An email sent to the new and old registrants to inform them about the substantial change to the registration data.

The IRTP-C applies to the following operations
Request for contact update
Request for domain update
Request for transfer
Request for transfer (internal)

Required Actions
First, decide whether you will act as a Designated Agent. As a Designated Agent, you need explicit consent from your customer (the old and/or new registrant) to transfer the domain, submit new contact details, and/or update the registrant's data on their behalf. If you are not a Designated Agent and make substantial changes at any point, the registrant will receive an email prompting them to accept the changes.

If You Are Acting as a Designated Agent:
Make sure you obtain your customers' consent, either through your contract or via a secure web interface. Resellers using the API integration must add an optional parameter for the affected operations. Resellers using the reseller interface can check the box in the relevant forms.

Frequently Asked Questions

Who can initiate a change of registrant?
The old or new registrant can initiate the process through their respective registrar. In addition, the Designated Agents of the old or new registrant can also initiate the change of registrant on behalf of their customer.

What happens if either the old or new registrant does not agree
If the old and/or new registrant does not approve the change of registrant within fourteen (14) days, the registrant information for the domain remains unchanged.
